This law shows a shift in Indian policy granting authority back to tribes. However, the Act was a furtherance of the assimilation policy generally by requiring that for tribes to receive federal aid, tribes had to establish a constitution and set up a governance structure that included the election of leadership. This approach differs from the historic manner by which tribes managed their internal affairs.
