United States Constitution is Ratified
Article I, Section 8, states, “Congress shall have the power to regulate Commerce with foreign nations and among the several states, and with the Indian tribes”, determining Indian tribes are separate from the federal government, the states, and foreign nations. The Constitution recognizes the inherent sovereignty of Tribal nations, equal to the states and foreign nations.
