NIAAA administration is moved from the Alcohol and Substance Abuse Program to the Office of Urban Indian Health Programs and requires it to be funded with “discretionary funding.” Alcoholism still plagues many tribal communities, yet UIHPs are appropriated a mere 1% of the IHS budget.
